Higher rank than higher PR

Tell me why, some sites with lower PR are on higher ranking on Google than sites that have a higher PR. TIA

Google homepage has PR10, but it doesnt come higher than me for "Casino Review Pages" even though I only have PR4. This is because Google has nothing to do with Casino reviews.

PR is just a part of the ranking process.

Say your searching for MP3 Players.

Even if the top site has PR10, it may be below a site that has a 8 or nine. This is because only a few links to the PR10 site may contain the anchor text "MP3 Players".

Keyword density, the page title and the domain name also effect how a site is ranked.
