say if a expired domain has a pr4 ? if it expires and i register it ? will it keep the pagerank ? or does google know this and deletes it...
also if it has a pr4 it must have other sites linking to it.... even if hte domain name expires the links should still be there...
can someone clarify this ?

you neccesarily dont need any incoming links to get PR
Ive seen some PR5 sites with 0 inbound links

its probally because the inbound links are not listed...

Google only lists a backlink if it is from a page with PR4 or above. However, all links below that are still registered. Just not listed.

I would imagine you'd retain the PR until such time as Google updates its PR data... Just a guess.

And those sites might not update and carry on linking. You can get a PR4 from your sig on this site alone, I have proof.
