Is it worth buying about 10,000 backward links on a forum? How much PR would I get if I have no other backward links?

Depends on how much PR the forum pages have and also how many other links there are on each of the forum pages.

Also if it's targetted it will be better. I'm not sure if google would like most of your PR coming from one site, I could be wrong though.
