seeing Red Dots

What is the red dot that can be toggled on in the Actions pallette?
In the gray stripe left of where you code, if you click there a red dot appears or disappears.
What does this do?
What does it used for or signify?

In Adobe/Macromedia FLASH, what do the RED DOTS that you can toggle on and off in the gray column on the left edge of the ActionScript pallette indicate?
