Yes they do exist,
i am a member of Tradedoubler and valueclick are on that. I have a value click adverts on my web site. They pay £0.15 per click, not bad

I've been spammed thrice by them, asking me to join their network. You'd think they'd get the drift after the first. I looked into them and it didn't sound too good- extremely low eCPMs and the like.

They tend to have lower payouts than other networks. In the heyday of online ads they offered a straight 10 cents per click (approximately). This was when networks like Burst were bringing in $10+ CPM campaigns.

They do tend to have higher quality ads/advertisers though.

Yep, I haven't seen much here nor at SitePoint. I guess the low payouts are the reason.
