Has anyone noticed Google taking longer to assign pagerank to dynamic links (example something.asp?variable=5)???
It seems Google crawls and indexes the content just fine, but it seems dynamic content have a toolbar pagerank of 0 for quite a long time before getting assigned something.

I've not noticed -- but I make it a point to avoid dynamic urls.
These forums are an example.
You can see they're crawled and indexed, but not assigned a toolbar rank.
Like the front page off the Search Engine Optimization forum.

Good observation.
Though Google has been slow to apply PR lately. They seem to calculate it and apply it to SERPs but it doesn't show up in the toolbar for another month.
Ahh, that makes sense. I am noticing slow results on other new static content.
Is this the reason why I haven't got as many backward links from here now?

Not likely, perhaps you aren't posting as much anymore. Generally only the most recent posts are going to be able to pull off a PR of 4 and get a backwards link listing.
Maybe, but up until the last few days I have been posting around five times a day. Ignoring my average post count...
Also some of the links from here have a PR2 :confused

Mike, I've also noticed google showing backlinks whose PR is less than 4 -- I think they've changed that too now.
I'm glad of that then.
A load from sitepoint should come as well if that's the case though, but I haven't seen any sign of them whatsoever.
