Monitoring kids surfing the internet ?

What are the best options to monitor younger kids surfing the web ? I caught my little brother a couple times surfing some inappropiate sites :lol:

Im getting him a new computer and dsl service that way he can learn since he has some mental learning disabilities. I want to be able to remove monitor his stuff since ill be at another location.
