I noticed that a car site ive visited has premium membership and they charge members to access a scanned copy of factory service manual for this certain make. Isnt this illegal ?

I find it frustrating to compete against sites that use methods like this to provide information for their users. Just to make some money off memberships

Are you sure they don't have permission from the manufacturer to publish the manuals?

If you competition is doing something illegal, you can always report them. The consequences for them can be anywhere from having to remove the material, to getting completely shut down.

i dunno if they have permission or not... a dealer contacted me yesterday offering me that info so that is kinda interesting... I asked him to make sure with his company to make sure that it is legal to post this on the web for visitors to see and use. If its a go ill probally try to find some legal advice just to be sure before i post this information.

It's probably a copyright infringment. The dealers are merely independant agents of the car manufacturers, so would really have no authority to say it's legal.
I'd be very wary.
