Which VPS is better to sign up with - hostnamaste.com (https://www.hostnamaste.com/openvz-vps.php) or inet.ws (https://inet.ws/)?

I think it would be a good idea to check and test as many as possible various providers.
I recommend you to check the following
http://profvds.com/ - for Europe location
https://www.kvchosting.net/ - for USA location.

Decent VPS accounts are available from hostingsource.com and netshop-isp.com.cy.
Support staff is knowledgeable and very fast to respond.
Servers have good performance and aren't overloaded.
Resources are known and not oversold.

I'm not sure if it is correct to call them the best VPS provider, but it worth checking them out:
https://gthost.com/
They have servers in multiply locations.

Give hostnamaste.com openvz vps (https://www.hostnamaste.com/openvz-vps.php) a try. Their staff also worked with me to understand how to optimize my site for search engine discovery.
Its long history in this business gives the reasons to treat it as the host with highly redundant servers and quality support.

Why not give kvchosting.net USA ssdvps (https://www.kvchosting.net/cheapvpshosting.html) a try?
Overall reliability is great, the control panel is easy to use, and useful, things work the way they say they will - basically impressed with these guys.

VPS accounts from qhoster.com and kvchosting.net are worth trying.
These companies do a great job at providing services. Price is great...service is great...expertise is great.
All is great with them.
