Responsive site design varies the appearance of a site based on the size of the browser or device it is viewed on. Responsive sites reformat the content on a desktop site to accommodate the needs of mobile device users because the behavior of mobile device users is different than that of desktop users. Responsive sites not only meet Google’s standards for mobile sites, but they utilize their layout to appeal to mobile users. With today’s shifting landscape, many design teams have started to employ a “mobile-first” approach to designing websites, focusing on elements like conversion rate.

It's very ironic how the term mobile-first always gets web designers talking about layout on screen sizes for the website. Mobile-first is so much more than just your layout fitting. Some elements like accordions and sliders may not look good on a phone so you might actually change the page structure. Also loading speed on mobiles generally slower o resources that load for mobile should be minimal to ensure fast browsing of your website. This concept of taking a website further than how it just looks was tried although not successfully by Google and its AMP project where they don't just cut layouts but JS code and a whole lot more.

Now that Most websites have switched to mobile-first indexing on google webmaster tools its definitely the way to go when designing a website then and the fact that over 80% of internet users browse website on their phones.
