The Google Search index contains hundreds of billions of webpages and is well over 100,000,000 gigabytes in size.

Bingbot uses an algorithm to determine which sites to crawl, how often, and how many pages to fetch from each site. The goal is to minimize bingbot crawl footprint on your web sites while ensuring that the freshest content is available.

The short story is that both search engines have different algorithms and effectively give different weight to various signals!

Yes very much, Google is far ahead in the game and their criteria for ranking websites are very different. In bing, for example, spamming keywords still work to increase your ranking, bing tends to focus on what's on the page period. Google has a much more advanced algorithm behind its ranking of websites. In terms of crawling, you also need to submit a website to bing, if you do not however just like Google it will be found if there is enough traffic on it. Google also crawls now as mobile and ranks the website accordingly, however, im not sure that bing does this yet.
