Servers from hostround.com (https://www.hostround.com/hosting/netherlands-dedicated-server) and legionbox.com (https://legionbox.com/dedicated-servers/) are nice for me and I have to- select the best one, so which one is the best for hosting a forum?

Why not to try QHoster.com (http://QHoster.com/) servers in Europe?
Service is excellent and they also have several ways to get customer support, which is also excellent.
Speed connectivity is ok, uptime is great as I saw my sites always up and available (online) for my visitors.

Servers from owned-networks.net and inxy.com can be good for you.
Very friendly and fast support, they know what they are doing. Good and fast servers.

I'm extremely happy with legionbox.com (http://legionbox.com/) services and doubt I will go anywhere else for my hosting needs.
Setup was fast and easy. Their package prices also amazed me. Features fit my needs perfectly. Recommended!

IMHO, Hostround.com will be a good option. Got various levels of support personnel, so no issues gets unresolved.
I have rented a shared hosting account from these guys for almost 11 months, and whenever I need help due to my inexperience, they are always there with a quick response.

I think you should understand that they are not the only providers. I think if you check qhoster.com or libertyvps.net you will be able to get more options to consider.
The more options you consider, so better choice you will make.
