Hi Friend,
I prefer to start the title tag and meta description just after the <head> so crawlers or spiders see it straight away. It gives you a very slight edge over a competitors site where the meta description is shown near the top and the title tag placed further down the head section.

The meta description is of equal importance to the title tag. If the title tag is the title that appears at the top of a search result, the meta description is the snippet that displays underneath. The meta description should provide an accurate description of the content of your page.

There are no two different kinds of meta tag. The only meta tag that I discussed about are the ones that matter.
