If you are running a small company with limited budget then ofcourse you have to think about it. But all major brands/ companies, never forget to use both of them simultaneously.

So, let's consider you have limited budget - if you have patience and can wait atleast 3 months then go with SEO but if you can't wait and can invest atleast a small amount on PPC then go with paid marketing.
