Outbound links most definitely matter for SEO. Your outbound link helps your neighbor, your supplier, your customer and of course, your visitor.

Outbound links don't harm your site. It's possible that linking to a site that has been de-indexed for breaching Google's T&C's, may harm your site, but I've never come across a verified case of it before and it's almost impossible to prove either way. 1. ... Outbound links don't harm your site.
