It depends on how you define it. New England had “town squares” where people would gather and exchange ideas, starting in the 1600s. When I was in high school in the 1970s and 80s, we had public “bulletin boards” where it would take our 200 baud rate modems all night to trade the simplest in information. There were various things on Netscape and AOL back in the 1990s. Nothing like the instant, worldwide stuff we have today.
