The Google Penguin real time algorithm which started rolling out on September 23, 2016, has now rolled out fully to all of Google's data centers. The recovery aspect of this new Penguin algorithm started a bit after September 23 — around September 28

There are total 6 updates of penguin till date, the first update was in 2012.
The latest version is Penguin 4.0 and it is based on two major constants and they are as follows
Real Time: It is designed in such a way that it can catch spam link as soon as robots index our page and keep low-quality sites away from the search engine result pages (SERP).
Penguin becomes more page-specific: With this update Penguin become more granular, it now devalues only those pages with the unrelated link building process rather than affecting ranking of the whole website.
