If this happened because of spammy websites linking to your page, you could use a disawov tool in Search Console. It means that you are not responsible for these links and you don’t want Google to consider them.

In case of black hat tactics on the website, you should make it right and have some arguments why it happened and how did you change it. Afterwards, you can send reconsideration request directly in Search Console as well.

if your website is banned for black hat practice, then you must remove all the backlinks you get through black hat practice and made some change to your website’s content and then again submit your site to Google/search engines. If you are lucky then Google might withdraw your ban.

First of all never apply Black Hat SEO techniques to your website. Because you may get instant result but when Google catch your website, it will definitely banned your website from search result.

Your website is banned because of implementing Black Hat Techniques, so firstly you need to check your backlinks, and disavow all low quality backlinks. Later you can work on revamping the website content and uploading some fresh new content, followed by building quality backlinks.

Once you are done with all these things, you need to get your website crawled again to see improved ranking position.
