To check for any penalties, you can log the webmaster account and choose “Manual Actions” in the “Search Traffic”. The site-wide penalty is one of the most unpleasant ones as your site is viewed as spam by Google and your ranking drops dramatically.

Sign into your Search Console.
Review all versions of your site to ensure your data is complete.
Double check your manual action. ...
Click on “Request a review” to ask Google to reconsider the penalty.
Provide documentation of the changes you've made.

You don't need to check the penalty. If your website is penalized by Google, you will get a message in your Google webmaster account about the penalty and how to solve the same.
