You can use Disavow tool from google search console to remove the black and spam links from your website

In order to remove blacklist, you need much time. Try to reinvestigate the problem you faced with then do SEO (white hat SEO) slowly. Write more content, do more quality backlinks for your website, share more your content on Social network. If you try hard, I think in some months, you will get off the list. IMO

Scan your site for malware. You can register with Malware site and run a complete scan or use our free (but limited) remote website security scanner.

Save your index file and put a new one saying something like “Site is under maintenance, come back soon”. It will avoid more users getting infected through your site.

If you are using a CMS (WordPress, Joomla, osCommerce, etc), update it to the latest version asap. If you can, remove all plugins and themes and start fresh.

Log in to Google Webmaster tools add your site and run it.

Add your site on Google Search Console and follow their instructions to verify your site.
