Cloaking is a technique which is used in Black Hat SEO that enables to create two distinct pages where the page content being presented to search engine spider is different from that which is being presented to user's browser. This technique does not come under the guidelines of search engines.
Search engine over-optimization is the practice of creating too many SEO improvements, to the point that the improvements begin to ruin the website's ability to rank. You're doing all the typical SEO good stuff, but then you jack it up too far.
THANK YOU!
Happy to Help you.~

Cloaking is a spamming search engine optimization technique
Cloaking refers to the practice of presenting different content or URLs to users and search engines. Serving up different results based on user agent may cause your site to be perceived as deceptive and removed from the Google index.

Cloaking is a search engine optimization technique in which the content or information presented to the user is different from that presented to search engine crawlers (i.e. spiders or bots) for better indexing. In other words, the web server is specially programmed to return different content to search engines than it returns to regular users, in an attempt to distort search engine rankings. The Search engine may permanently ban from our index any sites or site authors that engage in cloaking.

In the context of SEO, over optimization would basically mean going overboard with SEO efforts, doing too much optimization to the point where it reduces your website's usefulness to users.
The most likely case of over optimization is including too many keywords, repeating keywords too often, bolding keywords or inserting useless headings, and so forth.

Both are Black Hat SEO techniques. Cloaking is presenting different versions of webpage to the user while over optimization is redirecting users to other webpages without their knowledge.
