Does anyone know if it's usefull adding extra weight to a keyword with bold or italic if the keyword is allready contained in a headertag ( h1 ) ?
Like would:
(h1)This is a (b)keyword(/b) phrase(/h1)
be better then
(h1)This is a keyword phrase(/h1) ?

No it won't be better, unless you h-tags are normal (small) text.
SEs wont know if your headings are small text though - but no, I dont think putting it <b> would gain anything, as <h1> is bold as standard.

Make it <h1>Keyword</h1>
Then in the <h2> below it something like: An Informative Guide To The Gulf War.

No sense doing things twice. Dont worry about the bold.
