I need a quality dedicated server and my budget is now really high and two hosts are under my consideration - Exmasters.com and provisionhost.com. Which one is better to have a deal with? Any ideas?

I can't say anything about the mentioned companies but I'd recommend you to have a deal with time-tesed companies like virtono.com and pirateshosting.net.
Thesehosts are respectable and trustworthy enough to host websites with them.
They have stable and well-balanced servers with high uptime and fully-redundant network.
Support is online for 24 hours.

I highly recommend HostingSource.com - they offer nice dedicated servers (https://www.hostingsource.com/services/cart.php?a=add&pid=119%20&promocode=$35server/) at good rates along with discounts.
I7 (4790k) - 4 Cores CPU 16GB 1TB H/W RAID - 1, 30TB, $109 $35 1st mo
If you are looking for a top-notch host that will listen to the customer, GO WITH them.

Taking into consideration the situation you have fetched up I can say that provisionhost.com (https://www.provisionhost.com/) would be really good for you. The pricing is low and uptime is high, just give a try to their solutions.

To chose a server you should first decide on the operating system you would like to use then find a company that specializes in hosting servers for that OS. If you're not sure which OS to choose, Windows Server and Linux are both popular options. When it comes to servers, there are two main types: physical and virtual. Physical servers are, well, physical – they're actual machines that take up space in a data center. Virtual servers, on the other hand, are software-defined and exist on a physical server. So, when you're choosing a server, you first need to decide if you want a physical or virtual server. If you're not sure, virtual servers are a good choice as they're more flexible and can be easily scaled up or down as needed. When it comes to embedded hardware engineering (https://www.softeq.com/services/hardware_design), there are a few things you need to take into account. First, you need to make sure that the hardware you're using is compatible with the software you're developing. Second, you need to ensure that your hardware is powerful enough to run your software. Lastly, you need to make sure that your hardware is reliable and will be able to withstand the rigors of use.
