What is the best way to structure a website with content?
Is it best to have a long scrollable page with a contents section at the top of the page and anchor text? On the other hand, is it best to have separate pages for each heading?

Separate pages, always.

Yep, separate pages. If you can, group them by category as well (though this is not always necessary or appropriate).
