Setting up an ad network for webmaster related sites. I've noticed people can sell advertising on them without networks, because there are alot of people buying, so I'm thinking making a ad network could be a good idea as there is alot of advertisers who would pay more than on places such as fastclick to reach just webmasters.
So, how would I set up the network? How would I get publishers and advertisers?

I could have my own secondary campaign using revenue pilot or search feed, paying CPM for a term such as hosting. Webmasters will like the reduced risk and the other adverisers on their sites. I'm liking the idea... Anyone used phpAdsNew before? Would it be a good interface to use?

I think a webmaster adnetwork is a good idea -- but not for you.
You should have a webmaster site with millions of page views and experience in selling your own ads before you even think about doing this.
It is also a big step legally. You're now not just recieving money, you're paying it out too. There are a bunch of legal issues (and accounting) issues involved with that.
