I'm new to website building and i'm excited to give it a go with your guy's help of course. I have a domain name, hosting site, what do I do next? Buy a website building software program. FYI I want to try this on my own before I hire someone. Any suggestions?

What type of site?

I want to start a discussion type site. Where users can post there problems, issues or complaints and other users can reply. I'd also like to be able to rank, have a username option with photo or picture ID, and upload pictures. I know theres languages like Javascript, PHP, and HTML amongst many others, but I dont really know where to start. Godaddy is my host and I'm aware that I can use Frontpage but I find it not very useful for what I'm trying to create.
